Bay of Plenty Regional Council On-site Effluent Regional Plan Rule 12 provides for discharge of secondary treated wastewater to land as a permitted activity, however condition (f) stipulates that the land application must be by sub-surface drip irrigation. This means that if conventional soakage trenches or beds are proposed, it becomes a discretionary activity requiring a resource consent.
I've just been advised by BOPRC staff that it was not the intention of condition (f) to restrict the permitted activity to solely drip irrigation systems, and that any land application system designed in accordance with NZS 1547 will be considered a permitted activity under this rule.
